Fuping China Development Foundation


Fuping China, jointly founded by such prominent figures as Mao Yushi (Economist at UIE), Wu Jianglian (Economist at R&D Centre for State Council), Liu Chuanzhi (CEO of Lenovo), and others, is established as a public development foundation, strictly under the requirements of The Statute for Administration of Foundation, a decree of The State Council of late. Having obtained the approval of the state public office concerned since its fulfilment of the minimum funding requirement, it is currently in the process for the final registration at The Civil Ministry.

The aims of the foundation are to promote in our socio-economic development a co-operative partnership amongst governments, corporations and the society; to nurture the healthy growth of such welfare enterprises as being credible and efficient in the line of poverty relief; to create a level-playing field for those underprivileged; and to foster a cohesive as well as harmonious social environment. DIVISION OF MICRO-FINANCE

Senior Project Officer: 2

DUTY-SPECIFIC:

  1. Project design and administration in the area of micro-financing, responsible for monitoring and evaluating the effectiveness of projects conducted;
  2. Together with the team of project in fostering co-operative relationship with all public offices concerned and NGO partners;
  3. In charge of project training and examining for the members of team;
  4. System building for project management;
  5. Project promotion for successful cases via information exchange, project co-operation and experience sharing;

QUALIFICATIONS REQUIRED:

  1. Bachelor degree or above with over 3 years of managerial experience in financial or industrial sector;
  2. Accepting the value of foundation and familiar with NGO's working environment;
  3. Proficient in reading, writing and speaking at both Chinese and English;
  4. Analytical, communicative, and capable of exercising leadership in project building, expansion and evaluation.

Training Officer: 1

DUTY-SPECIFIC:

Project training in both basic and technical proficiency for the members of project team;

Planning, design and implementation of training programmes in accordance with the developmental requirements of the foundation, and responsible for evaluating and monitoring of the effectiveness;

International co-operation in project training and programme development in tutorial series;

QUALIFICATIONS REQUIRED:

  1. Adequate experience in training task obtained through direct involvement in the relevant work, and ability to develop tutorial programmes and to co-ordinate;
  2. Well informed with state regulations and policies regarding financial activities, familiar with the detailed procedures in micro-financing, and capable of executing any specific operation;
  3. Proficient in writing and speaking with strong communication and interpersonal skills.

Project Officer: 2

DUTY-SPECIFIC:

  1. Answerable to the senior officers for all project activities;
  2. Providing supervision and guidance for local operators or co-units in accordance with project plans;
  3. Conducting periodical inspections and spot check;
  4. Evaluating the outcomes of projects.

QULIFICATIONS REQUIRED:

  1. Bachelor degree or above with experience in the area of financial work preferred;
  2. Adequate knowledge and experience in project supervision and management;
  3. Willing to undertake high frequency of travelling to rural areas.

DIVISION OF PUBLIC FUND-RAISING

Senior Project Officer: 1

DUTY-SPECIFIC:

  1. Together with the team of project involving in activities of public relationship building with governments and donors, and in public fund-raising operations in accordance with the mission and the demand of the foundation;
  2. System development for public fund-raising operations;
  3. Technical support and estimation in project design and funding so as to allocate funds available efficiently to the activities carried out by the foundation;
  4. Funding projection and supervision in conjunction with the financial division of the foundation.

QUALIFICATIONS REQUIRED:

  1. More than 3 years' public fund-raising practice and over 5 years' working experience in international organisations or organisations where at least two languages are applied;
  2. Proficient in writing at both Chinese and English as well as highly skilful in proposal writing;
  3. Strong communication and interpersonal skills with team spirits.

Project Officer: 1

DUTY-SPECIFIC:

  1. Assisting senior officers in fund-raising operations;
  2. Project co-ordination;
  3. Funding projection and supervision in conjunction with the financial division of the foundation.

QUALIFICATIONS REQUIRED:

  1. Over 3 years' working experience in international organisations or organisations where at least two languages are applied;
  2. Proficient in writing at both Chinese and English as well as highly skilful in proposal writing;
  3. Strong communication and co-ordination skills;
  4. Rich experience in the area of public relationship.

DIVISION OF SRI PROJECTS

Project Officer: 1

DUTY-SPECIFIC:

  1. Together with the team in fulfilling the goals of fostering community start-up projects and of co-operating with other organisations with the similar aims;
  2. Feasibility study and project execution;
  3. Ensuring the realisation of social responsibility in those projects well-funded by the foundation;
  4. SRI co-operative network building in conjunction with other organisations with the similar aims.

QUALIFICATIONS REQUIRED:

  1. Adequate managerial experience in community services or chain-store business operations or in any start-up business operation;
  2. Familiar with the procedure in project execution and appraisal, and capable of producing a feasibility study;
  3. With proved excellency in organising, co-ordinating, controlling and communicating skills.

DIVISION OF CSR-LABOUR STANDARD & OCCUPATIONAL TRAINING

Project Officer: 1

DUTY-SPECIFIC:

  1. Programme design, supervision and evaluation in peasants training;
  2. Project innovation and training/employment network building for the peasants from the poorest rural areas;
  3. Ensuring a continued expansion in the size of the project beneficiaries through on-going effort made in the development of training activities;
  4. Design and implement the development of labor NGO

QUALIFICATIONS REQUIRED:

  1. Bachelor degree or above with minimal 3 years' experience in managerial and teaching practice in the line of occupational training;
  2. Well-informed with the applicable state policies;
  3. Strong ability in research.

CSR 

Senior Project Officer: 1

DUTY-SPECIFIC:

  1. General programme design, supervision and evaluation;
  2. Promote the Consumer Campaign in China;
  3. Establish the relationship between main corporation and other mutuality, promote the CSR Campaign.

QUALIFICATIONS REQUIRED:

  1. Bachelor degree or above with minimal 3 years' experience in managerial practice;
  2. Well-informed with the applicable state policies and related international standard, familiar with vocation situation;
  3. Strong ability in research and the ability of project supervision & implement.

R&D CENTRE

Senior Researcher/Researcher: 1 apiece

DUTY-SPECIFIC:

  1. Public policy research on poverty relief and development, and also strategic study on exploiting social resources for the same purpose;
  2. Strategic planning for the development of the foundation;
  3. Network building for the research on poverty relief;
  4. Design and follow-up appraisal for new activities within the foundation;

QUALIFICATIONS REQUIRED:

  1. Master degree or above in the relevant areas with 5 years or more in academic research;
  2. Sound in theoretical study, broad in knowledge structure, sharp in logic reasoning, and keen on in-depth learning;
  3. Adequate experience in practical work with the character shown as being astute, clinical as well as liable in the way of thinking;
  4. Strong in writing and editing skills with the level 6th in English proficiency.

HEADQUARTER

Financial Manager: 1

DUTY-SPECIFIC:

  1. System building of the financial governance along with its internal code of conduct;
  2. Responsible for budgeting, management and operational safety as to the financial activities of the foundation;
  3. Providing supervision, guidance and training to the financial staff;
  4. Involvement in foundation's administration and project management.

QUALIFICATIONS REQUIRED:

  1. Bachelor degree or above in accounting or finance;
  2. Technical expertise and managerial experience in finance;
  3. Proficient in state laws and regulations with regard to taxation and financial activities, and capable of exercising professional judgement and trouble-shooting power in accounting analyses;
  4. Ability to design complex scenarios in the investment/financing operations with successful experiences available;
  5. Proficient in both international and domestic accounting standards as well as applicable laws, regulations and policies with regard to accounting and auditing;
  6. Familiar with financial rules in both domestic and international NGOs with relevant experience preferred;
  7. Able to communicate in English.

Administrative Chief (also in charge of HRM): 1

DUTY-SPECIFIC

  1. Administrative streamlining, and also human resource planning, implementation and supervision, all in line with the aim of the foundation;
  2. Personnel selection, training, appraisal and career development;
  3. Mechanism building for human resource management along with its policies and code of conduct;
  4. Award policy-making and implementation;
  5. Internal culture building;
  6. Evaluation system building for employee career development, its execution and development;

QUALIFICATIONS REQUIRED:

Bachelor degree or above in Human Resource Management or Administerial Management with minimal 3 years' working experience;

Capable of executing recruitment tasks independently with at least 2 years experience in the area;

Familiar with applicable laws, regulations, and policies;

Strong communication and interpersonal skills with team spirits;

Adequate English language skill in communication;

Working experience in NGOs preferred.

Senior Assistant Manager of Administration: 1

DUTY-SPECIFIC:

  1. Assisting to the secretary-general;
  2. Fully in charge of logistics and security of the foundation;
  3. Providing necessary assistance in major operations conducted by the divisions of the foundation;
  4. Co-ordination and inter-mediation between governments of various levels and corporate sector in some relevant activities;
  5. Co-ordination amongst different divisions within the foundation;
  6. Administrative execution and supervision.

QUALIFICATIONS REQUIRED:

  1. Bachelor degree or above with minimal 3 years of relevant working experience;
  2. Co-operative attitude in teamwork and strong ability in interpersonal communication as well as self-discipline;
  3. Familiar with technical expertise necessary or relevant knowledge in administerial management together with good writing skill;
  4. Strong organisational and co-ordination skills while accepting the notion of service supremacy;
  5. Adequate English language skill in communication;

Qualifications Required for All Posts above:

  1. Dedicated to the cause of poverty relief and acceptant of the value of the foundation;
  2. Good health and strong interpersonal skill;
  3. Computer proficiency;
  4. Strong ability to work independently or as a term member;
