Background: As the only UN operational fund established specifically to support women, UNIFEM is working to highlight gender-equality and the advancement of women.. In Southeast Asia Region, in consultation with Southeast Asian governments, women and women's groups in the region, as well as with UN system partners, bilateral agencies and NGOs, UNIFEM is working to facilitate the realization of women's human rights in the South East Asian region, through more effective implementation of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) in seven countries: Cambodia, Timor-Leste (East Timor), Indonesia, Lao People's Democratic Republic, Philippines, Thailand and Vietnam. The programme will stimulate and support systematic action at the national and regional levels to overcome critical constraining factors that have hindered implementation of CEDAW in the region to date. A three-pronged strategy will target the substance of discriminatory laws, institutional structures and processes, and cultural factors, through an integrated, multi-sectoral approach that involves the main organs of governments, organized civil society, and the general citizenry in activities to enhance CEDAW implementation in strategically selected areas of concern to women. This includes regional training of trainers; training of three state organs to increase awareness and understanding of women's human rights; capacity building of governments in implementing CEDAW in selected substantive areas through modeling; capacity building of organized civil society in monitoring and implementing CEDAW; and regional knowledge building and sharing. Duty Statement Under the overall supervision of the UNIFEM Chief, Asia-Pacific Section, UNIFEM New York and the direct supervision from the Regional Programme Director, UNIFEM East and Southeast Asia Regional Office (RPD, UNIFEM ESEARO), the Programme Manager will be responsible for the substantive coordination and over-all management of the Programme "Facilitating CEDAW Implementation towards the Realization of Women's Human Rights in Southeast Asia" and the Programme Management Units in the 7 participating countries. The main duties and responsibilities of the Programme Manager include: Management of the Programme - Develop concrete components for the Programme, in line with its gender-responsive rights-based approach in consultation with major partners;
- Prepare annual work plans focusing on key results to be achieved in the region and countries, synergies and linkages and budget required with inputs from Country Consultative Committee, Country Programme Gender Experts/Coordinators and Advisory Committee, and approval by Programme Steering Committee;
- Coordinate, manage and monitor Programme implementation to ensure synergy and results;
- Mobilize and manage inputs and expertise required for the implementation of the programme at regional and country levels;
- Liaise with donors, governments and partner organizations on Programme implementation; and
- Track, monitor and evaluate Programme results at the regional and country levels and ensure documentation.
Advocacy - Promote the programme among governments, the private sector, NGOs, research institutes, UN agencies, other bilateral and multilateral aid organizations;
- Support joint advocacy at regional and country levels; and
- Initiate and coordinate regional meetings and workshops for/among stakeholders to exchange knowledge and experiences that concretely address various aspects of CEDAW and its implementation.
Knowledge / Information Development and Dissemination - Develop the SEA CEDAW Internet Knowledge Network in coordination and close collaboration with the regional NGOs
- Develop a strategy for documentation and dissemination of programme processes, results and learnings and coordinate implementation;
- Monitor trends and debates related to CEDAW in the region and globally, and facilitate sharing of this information through the SEA CEDAW internet knowledge network; and
- Develop and implement a communication strategy to ensure the effective dissemination of documentation and materials developed under the Programme.
